Certainly, Hugo's writing is uneven at best. Following the prolonged section on Waterloo is the book of Cosette.
Thus far, this section is the heart of the book. Poor orphan Cosette and her introduction to Jean Valjean.
Waterloo could be eliminated from the book losing nothing. Not Cosette.
